Zambia and Zimbabwe Elevate Cooperation with Launch of Bi-National Commission

On Friday, 14 November 2025, Harare witnessed a significant milestone in Zambia-Zimbabwe relations with the elevation of the cooperation framework from the Joint Permanent Commission to the Bi-National Commission. This move marks a new chapter in the partnership between the two nations, signaling a stronger commitment to collaboration across multiple sectors.

The discussions between the delegations focused on trade, investment, infrastructure, energy, public health, and regional cooperation. Leaders emphasized a positive and constructive atmosphere, highlighting shared goals and mutual benefits.

A key development emerged in the energy sector. Zimbabwe announced it would remove transit duties on petroleum products starting 27 November 2025 as part of its 2026 National Budget. Both countries agreed to continue technical work on this initiative until March 2026. Additionally, arrangements were made to facilitate Zambia’s electricity imports through Zimbabwe, with Zimbabwe set to progressively increase power-transfer capacity. These measures aim to enhance energy security for both nations.

The newly established Bi-National Commission will also accelerate critical joint projects. These include the Victoria Falls–Livingstone One-Stop Border Post, the Batoka Gorge Hydropower Project, and the Joint Management Plan for the World Heritage Site. These projects are expected to boost trade, tourism, and sustainable resource management across the border.

President Hakainde Hichilema described the partnership as akin to “Siamese twins,” noting that the meetings renewed confidence in the future of bilateral cooperation. He extended gratitude to President Emmerson Mnangagwa, the Zimbabwean government, and the people of Zimbabwe for their warm hospitality during the visit.

The elevation to a Bi-National Commission reflects a shared vision for deepened ties, practical solutions, and long-term regional stability, positioning Zambia and Zimbabwe for a more integrated and prosperous future.
