The Ministry of Energy has acknowledged recent media reports on fuel price adjustments following the implementation of the Open Access policy on the TAZAMA pipeline. This policy shift reflects the government’s dedication to fostering a competitive and transparent petroleum sector that benefits all Zambians.
Under the Open Access regime, multiple Oil Marketing Companies (OMCs) are now able to use the TAZAMA pipeline, leading to significant reductions in diesel supply premiums. The government credits this system with enhancing competition and efficiency in the petroleum sector.
The Open Access Guidelines were developed through extensive consultations with industry stakeholders, ensuring that the framework promotes fairness, efficiency, and security of supply. The government has commended OMCs, transporters, and other key players for their cooperation in shaping a policy that benefits both businesses and consumers.
The Ministry of Energy reiterated that it does not interfere in how suppliers determine fuel prices each month. Pricing decisions are now dictated by market forces such as global oil prices, exchange rates, and competitive supplier bids. The government’s role is to ensure a fair and transparent market accessible to all qualified participants.
A key objective of the Open Access system is to prevent monopolistic practices and promote equal participation among OMCs. Any company that meets the set criteria can import fuel through the TAZAMA pipeline, with all processes conducted in a competitive and transparent manner.
The Ministry reaffirmed its commitment to good governance, fairness, and transparency in fuel procurement and distribution. It pledged to continue working with oversight institutions to uphold integrity in Zambia’s petroleum sector.
Commending OMCs for embracing the policy shift, the Ministry urged all stakeholders to maintain efficiency and fairness in fuel supply. It assured the public that the government remains committed to policies that enhance affordability, efficiency, and energy security.
The Ministry also encouraged citizens to engage directly with its office for clarifications on petroleum issues to prevent misinformation and speculation.
