Zambia’s Clerk of the National Assembly, Roy Ngulube, Dies While on Official Duty

The Clerk of the National Assembly of Zambia, Roy Ngulube, has passed away after an illness while attending official duties in Tashkent, Uzbekistan. His death was confirmed by the Zambian Parliament.

Mr. Ngulube was part of a delegation led by Speaker of the National Assembly, Nelly Mutti, attending the 150th Inter-Parliamentary Union (IPU) Assembly and related meetings when he succumbed.

In a statement to ZNBC News, Speaker Mutti expressed deep sorrow at the loss of her colleague, describing his passing as shocking and a great loss to the institution and the country.

“The National Assembly is shocked and saddened by the death of Mr. Ngulube and acknowledges his distinguished service to the country,” she stated.

A Distinguished Parliamentary Career

According to a statement from Deputy Clerk – Administration, Loveness Mayaka, Mr. Ngulube had a long and distinguished career in parliamentary service, spanning over 20 years.

He joined the National Assembly on April 15, 2002, and steadily rose through the ranks. His early roles included serving as an Assistant Committee Clerk and as Executive Assistant to the Secretary General of the Southern African Development Community (SADC) Parliamentary Forum between 2006 and 2008.

Between 2009 and 2015, he worked as Executive Assistant to the Speaker, later becoming Deputy Clerk (Procedure) from 2016 to 2017 and Deputy Clerk (Administration) from 2017 to 2022. In September 2023, he was appointed Clerk of the National Assembly, a position he held until his untimely passing.

Tributes and Condolences

Parliamentarians, parliamentary staff, and members of the public have expressed their condolences, remembering Mr. Ngulube for his professionalism, dedication, and vast institutional knowledge.
