Zambia Revenue Authority Urges Landlords to Declare Rental Income

Lusaka, Zambia – The Zambia Revenue Authority (ZRA) has called on landlords to voluntarily report their rental income to avoid penalties under the Rental Income Tax regime. The announcement was made during the Copperbelt Budget Symposium, where Finance and National Planning Minister Dr. Situmbeko Musokotwane also emphasized the importance of attracting investment to improve citizens’ living standards.

ZRA Commissioner General Dingani Banda reminded property owners that the voluntary declaration deadline is December 2025. He stressed that ZRA has access to multiple government databases, making tax evasion increasingly difficult. “ZRA is part of the government. If you own a property, you have a title deed. Where is the register for the title deed? You think ZRA won’t know which property you own? The data is available, and compliance is mandatory,” Banda said.

Commissioner Banda highlighted that voluntary compliance allows landlords to regularize their tax obligations without facing fines or legal action. The Rental Income Tax is a key revenue stream for the government, supporting national development projects and public services.

Dr. Musokotwane noted that Zambia must create an investment-friendly environment to drive economic growth and improve living conditions. He encouraged both local and foreign investors to participate in sectors such as real estate, infrastructure, and industry, which will generate jobs and expand the tax base.

ZRA continues to strengthen monitoring and enforcement mechanisms, using digital records and cross-government data to identify undeclared properties. Landlords are advised to act before the December deadline to ensure compliance and contribute to the country’s economic development.

The call aligns with Zambia’s broader strategy of expanding revenue collection while fostering transparency, compliance, and investor confidence in the real estate and property sectors.
