ZPPA Orders NATSAVE to Re-Tender ATM Service Maintenance Contract Following Investigation

The Zambia Public Procurement Authority (ZPPA) has directed the National Savings and Credit Bank (NATSAVE) to re-tender a contract for the maintenance of 12 Automated Teller Machines (ATMs) following the discovery of irregularities in the procurement process. The directive came after a complaint from a bidder triggered an investigation.

Acting Director General of ZPPA, Justin Matimuna, confirmed that the Authority conducted 16 investigations into various procurement matters in the second quarter of 2025. Speaking at a press briefing on Friday, Matimuna said the investigation into NATSAVE’s tender revealed procedural inconsistencies and irregularities that compromised the integrity of the process.

“Following the establishment of irregularities in the tender process, ZPPA directed NATSAVE to terminate the procurement proceedings and re-tender with clearly defined instructions and consistent bidding procedures,” Matimuna stated.

The Acting Director General emphasized that ZPPA’s role is to ensure transparency, fairness, and adherence to procurement regulations. He noted that the investigations undertaken in the second quarter reflect the Authority’s commitment to strengthening accountability and compliance across public procurement in Zambia.

ZPPA’s decision ensures that future procurement processes for NATSAVE and other institutions adhere to established guidelines, promoting fair competition and integrity in public sector contracts. The Authority will continue monitoring implementation and compliance to prevent similar issues.
