Former High Court Judge Wilfred Muma, who was dismissed from his judicial position, is set to open his defence on July 9 in a case involving allegations of illegal transfer of a land title. The case has attracted significant public attention due to its implications on public property management and governance.

Mr. Muma faces accusations related to the illegal cancellation of a land title belonging to Zambia Army property located in Lusaka. He is alleged to have improperly facilitated the transfer of this land title to the former governing Patriotic Front (PF) party, raising serious questions about abuse of office and adherence to legal procedures.

The charges against Mr. Muma include two counts: abuse of authority of office and willful failure to comply with the law and applicable procedures. Specifically, these charges focus on the allocation and disposal of public property, which is governed by strict legal frameworks to ensure transparency and accountability.

Between April 1 and December 31, 2018, Mr. Muma, who was then serving as the commissioner of lands, is accused of failing to comply with section 84(1) of the Lands and Deeds Registry Act. This section outlines the proper procedures for handling land titles, particularly those involving public property.

The case underscores the importance of adherence to the law in the management of public assets and the consequences of any breaches. As Mr. Muma prepares to present his defence, the judiciary and the public await developments closely, given the high-profile nature of the allegations.

The upcoming hearing will provide an opportunity for Mr. Muma to respond to the charges, which will be critical in determining his legal accountability in the alleged illegal transfer of land title.
