Local Government Minister Orders Review of Property Rates to Ease Cost of Living and Support Businesses

Local Government and Rural Development Minister Hon. Gift Sialubalo MP has directed all Local Authorities to urgently review and adjust property rates across the country in line with President Hakainde Hichilema’s directive. Speaking at a meeting with the leadership of the Society of Local Authority Chief Executives (SOLACE), Hon. Sialubalo emphasized the need to ease the cost of doing business and improve affordability for citizens. The Minister noted that growing concerns over high property rates have attracted the attention of both the President and the public, highlighting the burden these rates place on households and businesses. He stressed that while Local Authorities have the legal mandate to set property rates, the charges must be reasonable, transparent, and aligned with the level of services provided. The directive calls for immediate action to ensure that property rates are fair, justifiable, and supportive of economic growth.

Hon. Sialubalo highlighted that the Ministry continues to receive complaints from citizens and businesses regarding steep increases in property rates in some jurisdictions. He explained that Local Authorities have had ample time to address the issue, and the expectation now is for decisive corrective measures. The Minister stressed that fair property rates are essential not only for public satisfaction but also for fostering a healthy business environment that encourages investment and growth. He reminded council leaders that excessive charges can hinder enterprise development and strain household budgets, undermining broader economic objectives. By aligning rates with service provision and government policy, Local Authorities can restore public confidence and promote accountability.

In addition to property rate adjustments, Hon. Sialubalo instructed Local Authorities to consolidate multiple licences issued to the same business under a single framework. He pointed out that the current system imposes unnecessary administrative and financial burdens on businesses, complicating compliance and increasing operational costs. Consolidating licences will streamline regulatory processes, making it easier for entrepreneurs to operate and expand their ventures. The Minister emphasized that simplification of licensing procedures is an integral part of improving the business environment and reducing bureaucratic obstacles. This measure will complement the property rate adjustments in supporting business growth and efficiency.

Hon. Sialubalo also directed Local Authorities to accelerate the digitisation of their systems and service delivery platforms. He explained that digital platforms enhance efficiency, transparency, and accountability, while also improving revenue management. Digitisation allows citizens and businesses to access council services more easily, reducing delays and administrative burdens. The Minister emphasized that modernising Local Authority operations is critical for improving service delivery and aligning local governance with national development goals. By adopting digital solutions, councils can better monitor performance, provide timely services, and build trust with communities.

Hon. Gift Sialubalo’s directives mark a decisive step toward reforming Local Authority operations, easing the cost of living, and supporting enterprise development. Immediate review and adjustment of property rates, consolidation of business licences, and accelerated digitisation will collectively strengthen transparency, accountability, and service delivery. These measures are intended to restore public confidence, create a more favorable business environment, and contribute meaningfully to national development.
