Zambia and Norway Sign Landmark Climate Agreement to Accelerate Renewable Energy Investment

On 28 January 2026, the Zambian Government, through the Ministry of Green Economy and Environment, signed a Mitigation Outcome Purchase Agreement with the Norwegian Ministry of Climate Change and Environment. The agreement falls under Article 6 of the Paris Agreement and introduces a results based approach to fast track renewable energy generation in Zambia. This marks the first mitigation activity under the Zambia Norway bilateral agreement for the Carbon Feed In Premium Programme, a sector focused financing instrument for the energy sector.

The agreement supports Zambia’s goal to expand renewable energy and strengthen energy security. Under the Carbon Feed In Premium Programme, developers will receive performance based payments for verified greenhouse gas emission reductions tied to renewable electricity supplied to the national grid. This structure lowers investment risk for independent power producers and unlocks new clean energy financing. It also aligns with Zambia’s national climate and energy priorities by linking funding directly to measurable results.

Speaking at the signing ceremony, Minister of Green Economy and Environment Hon. Mike Mposha said the agreement will attract investment in clean and reliable power while accelerating renewable energy delivery. He stated that the programme is expected to generate 300 megawatts of green energy and reduce up to 3.5 million tonnes of carbon dioxide equivalent over ten years. The agreement reinforces Zambia’s commitment to diversify its energy mix promote renewable sources and cut emissions.

The Carbon Feed In Premium Programme is supported by the Norwegian Global Emission Reduction Initiative and will be open to independent power producers. The selection process is expected to begin on 1 April 2026. Norway’s Minister of Climate and Environment Andreas Bjelland Eriksen said the partnership will support measurable emission reductions while maintaining strong standards of transparency and integrity. He added that such cooperation can accelerate the green transition and drive sustainable investment.

The Ministry of Energy also welcomed the programme as a strategic investment in energy infrastructure industrial development and human capital. Following the signing, Zambia Norway the Global Green Growth Institute and a multi agency working group will move into the implementation and operational phase. With this agreement, Zambia positions itself as a regional leader in climate aligned energy investment while creating a clear pathway from policy to real world renewable energy delivery.
