Today, Information and Media Permanent Secretary Thabo Kawana officiated the launch of the Freedom of Expression (FOX) report, a comprehensive analysis of media freedom, freedom of expression, and digital rights in Zambia. The report was produced by MISA Zambia and draws insights from journalists, civil society representatives, human rights defenders, and political actors.
The report highlights significant progress in digital literacy and civic engagement. Knowledge of cyber laws increased from 22% to 64% in 2025, with 93% of respondents noting that these laws promote responsible online behavior. Blogging for informative and educational purposes also rose by 17.7%, reflecting citizens’ growing commitment to using digital platforms for civic education, advocacy, and public debate.
Permanent Secretary Kawana emphasized the government’s commitment to protecting journalists and ensuring their safety while carrying out their duties. He confirmed that the Access to Information Law Statutory Instrument (SI) has been signed, with implementation guidelines in the finalization stage. Once fully operational, the law is expected to enhance transparency, citizen participation, and accountability in governance.
The government reiterated its dedication to creating a safe environment for journalists, civil society, and political actors. Upholding media freedom, freedom of expression, and digital rights both legally and practically remains a priority.
Findings from the FOX report will guide policy reforms and strengthen Zambia’s democratic institutions. The report underscores the country’s ongoing efforts to promote transparency, informed civic engagement, and a protected digital space for all citizens.
