The Government of the Republic of Zambia is advancing its digital transformation agenda through major investments in communication infrastructure, with a strong focus on rural connectivity in Luapula Province. A recent courtesy call on Luapula Province Permanent Secretary Mrs. Prudence Chinama-Kangwa by Zambia Information and Communications Technology Authority (ZICTA) Director General Eng. Collins Mbulo highlighted key developments aimed at bridging the digital divide. The discussions focused on expanding network coverage, improving internet access, and strengthening digital service delivery across underserved communities. The initiative is part of a broader national strategy to ensure inclusive access to ICT services for all citizens. It reflects government’s commitment to using technology as a driver of economic growth and social development.

A major highlight of the engagement was the announcement that government will commission six new communication towers in Luapula Province by the end of July 2026. These towers will be located in Chifunabuli, Nchelenge, Milenge, Mwansabombwe, Kawambwa, and Mansa districts. Once operational, the infrastructure will provide both 2G and 4G services, significantly improving mobile network coverage in rural and previously underserved areas. The expansion is expected to enhance communication, support internet access, and improve the delivery of digital services such as mobile banking and online platforms. This development marks a significant step toward reducing connectivity gaps in the province.

The impact of these new communication towers is expected to be far-reaching, particularly in improving access to information and essential services. Communities in rural Luapula will benefit from more reliable mobile networks, enabling better communication for households, businesses, and institutions. Improved internet access will also support education, allowing students to access online learning resources and digital classrooms. In the health sector, better connectivity will enhance telemedicine services, enabling remote consultations and faster communication between health facilities. These improvements are expected to contribute directly to improved quality of life and economic opportunities.

In addition to the new infrastructure, ZICTA has already upgraded several existing communication towers from 2G to 4G in districts such as Nchelenge, Mansa, Chipili, and Chienge. According to Eng. Collins Mbulo, these upgrades are already making a noticeable difference in how communities access digital services. Faster internet speeds are enabling smoother online learning experiences, improved access to digital platforms, and more efficient communication. The upgrades are also supporting local businesses by making it easier to connect with markets and customers. This progress demonstrates a steady move toward a more connected and digitally empowered province.

Eng. Mbulo reaffirmed ZICTA’s commitment to supporting the government’s broader digital transformation agenda through continued investment in communication infrastructure and ICT development. He emphasized that expanding connectivity alone is not enough without also providing the necessary digital tools and equipment. As part of this effort, ZICTA has supplied ICT equipment to institutions across Luapula Province to strengthen digital literacy and access. This includes computers, printers, and projectors delivered to eleven schools this year. These resources are expected to enhance teaching and learning by integrating technology into the education system.

Further support is being extended to learners with special needs through the provision of assistive ICT equipment in Mwense District. This initiative is designed to promote inclusive access to technology and ensure that no learner is left behind in the digital transition. Assistive tools will help students with disabilities engage more effectively in education and improve their learning outcomes. This focus on inclusivity reflects government’s broader commitment to equitable development. It also reinforces the importance of ensuring that digital transformation benefits all segments of society.

Luapula Province Permanent Secretary Mrs. Prudence Chinama-Kangwa emphasized the importance of improved connectivity in driving development across key sectors. She noted that reliable communication networks are essential for effective service delivery in education, healthcare, governance, and economic activities. According to her, rural communities stand to benefit significantly from improved access to digital services. She also highlighted that government investments in ICT infrastructure, digital equipment, and rural electrification are helping to open up new opportunities in previously marginalized areas. These interventions are gradually transforming how services are delivered and accessed at the local level.

The ongoing expansion of ICT infrastructure in Luapula Province aligns closely with Zambia’s national vision of building an inclusive digital economy. Government aims to ensure that all citizens, regardless of location, have access to modern communication tools and digital services. The combination of new communication towers, upgraded networks, and ICT equipment distribution reflects a coordinated approach to digital development. It also supports long-term goals of improving productivity, enhancing education outcomes, and strengthening economic participation. By investing in connectivity, the government is laying a foundation for sustainable development and innovation.

The courtesy call and the developments discussed underscore a clear direction in Zambia’s digital transformation journey. With six new communication towers, upgraded network infrastructure, and expanded ICT support in schools, Luapula Province is set to experience significant improvements in connectivity. These efforts are expected to reduce the digital divide between urban and rural areas and improve access to essential services. They also demonstrate strong collaboration between ZICTA and government leadership in driving national development priorities. Ultimately, the initiative reflects a commitment to ensuring that no citizen is left behind in Zambia’s growing digital economy.
