Government Strengthens Cash for Work Programme to Drive Rural Development

The Permanent Secretary for Local Government and Rural Development–Administration, Dr. Gabriel Pollen, has reaffirmed the Government’s commitment to strengthening the Cash for Work Programme as a key driver of community development, rural transformation, and inclusive growth. Speaking to stakeholders including the Zambia Institute for Policy Analysis and Research, UNU-WIDER, senior Government officials, captains of industry, and development partners, Dr. Pollen emphasized that the programme is more than a social support initiative, serving as a practical tool to empower local authorities and build resilient communities. Through the programme, local councils have coordinated labour-intensive public works such as the rehabilitation of feeder roads, drainage systems, environmental cleaning, afforestation, and maintenance of public infrastructure. These projects have improved service delivery while fostering community ownership of development efforts.

Dr. Pollen highlighted that participating households benefit from income support, which enhances food security, enables small household investments, and stimulates local economic activity, particularly in rural districts. He noted that the programme has a multiplier effect, boosting local markets and contributing positively to local economies. The Permanent Secretary also underscored the programme’s role in promoting decentralisation by strengthening transparency, accountability, and community-level planning through Ward Development Committees and other grassroots structures. He praised the active participation of women and young people, reinforcing inclusive development and household welfare.

Acknowledging the progress achieved, Dr. Pollen stressed the need for continuous improvement, focusing on timely disbursement of funds, effective beneficiary targeting, robust monitoring systems, and stronger coordination between central Government, local authorities, and cooperating partners. He expressed gratitude to cooperating partners, traditional leaders, and implementing teams for their dedication and collaboration, urging stakeholders to provide candid feedback and constructive recommendations. The Government remains committed to building stronger local governments, resilient rural communities, and a more inclusive national economy, with the Cash for Work Programme positioned as a central pillar of these efforts.
