Ministry of Local Government and Rural Development Permanent Secretary (Administration), Dr. Gabriel Pollen, has called on communities to support Local Authorities in ramping up cleaning efforts to prevent disease outbreaks ahead of the rainy season. He emphasized that regular clean-ups, clearing drainages, and enforcing sanitation laws are critical to preventing diseases such as cholera.

Dr. Pollen urged Local Authorities to actively involve the public and businesses through initiatives like the ‘Keep Zambia Clean, Green and Healthy’ campaign. He stressed that households must follow directives on proper waste disposal and participate in community clean-ups to reduce flooding and health risks. “The onus is on every household and community to stop dumping waste into drains and waterways. Blocked drains cause flooding and create breeding grounds for disease. Dispose of waste in designated bins and collection points, and ensure your refuse is collected by licensed operators,” Dr. Pollen stated.

Speaking in Emmasdale and Matero Townships in Lusaka, Dr. Pollen led residents in a clean-up along Florida Street and Commonwealth Road. He described the activity as a symbol of collective responsibility, highlighting that neighbourhood cleanliness depends on the actions of every individual.

This year’s Urban October commemoration in Zambia is themed “Urban Crisis Response,” focusing on strengthening preparedness, response, and recovery systems to make human settlements resilient, safe, and inclusive. Urban October, set aside by the United Nations, calls on government, the private sector, civil society, and communities to work together to create clean, safe, and healthy cities.

Dr. Pollen noted that government is investing in drainage development and rehabilitation, upgrading waste collection systems, and implementing targeted interventions to reduce flood and health risks in urban and peri-urban areas. He highlighted Kanyama Township in Lusaka, where drainage upgrades have improved rainwater flow.

He urged communities to protect and maintain these gains through proper daily practices and local stewardship. Through decentralization reforms, Ward Development Committees and Local Authorities are empowered to lead community actions, supported by national initiatives.

The Ministry’s focus combines infrastructure development with community engagement to ensure urban settlements remain safe, healthy, and resilient as the rainy season approaches.
