Zambia Mourns the Passing of Former Legal Affairs Minister Dr Rodger Chongwe

Lusaka — Zambia is mourning the death of Dr Rodger Chongwe, a prominent legal figure and former Minister of Legal Affairs in the early years of the Movement for Multi-Party Democracy (MMD) government. Secretary to the Cabinet, Patrick Kangwa, confirmed the passing of Dr Chongwe in a statement released on Wednesday.

Dr Chongwe, aged 86, died on Tuesday, 6th May 2025, in Lusaka after a period of illness. He served in the cabinet of Zambia’s second Republican President, Frederick Chiluba, from 1991 to 1993, during a pivotal era in the country’s transition from one-party rule to multiparty democracy.

“The Government of the Republic of Zambia regrets to inform members of the public of the death of Hon. Dr Rodger Chongwe, former Minister of Legal Affairs and a respected statesman,” the statement read. “His passing is a great loss to the nation.”

A respected lawyer, statesman, and advocate for democratic governance, Dr Chongwe played a significant role in shaping Zambia’s post-independence legal framework. Known for his legal acumen and principled stance on civil liberties, he was a key voice in the country’s push for judicial independence and rule of law.

Mr Kangwa noted that the funeral gathering is currently taking place at Subdivision 36, Farm 34A, Palabana Road in Chongwe District. He added that a detailed funeral programme will be shared with the public once all arrangements have been finalized.

Dr Chongwe’s legacy extends beyond his tenure in government. Over the decades, he continued to be a vocal advocate for human rights and constitutionalism, earning him respect across political and civic circles. He also chaired several inquiries and commissions, including the Rodger Chongwe Commission of Inquiry into political violence.

Tributes have begun to pour in from across the country, with many describing him as a towering figure in Zambia’s legal and political history.

“Dr Chongwe was more than just a minister — he was a nation builder, a man of courage, and a principled defender of democracy,” said one former colleague.

As the nation reflects on his life and contributions, Dr Chongwe will be remembered as a patriot who stood firm for justice and the ideals of good governance.
