Zambia Signs $326 Million Concession Agreement to Upgrade Mutanda-Kasempa-Kaoma Road

The Zambian government, through the Ministry of Infrastructure, Housing, and Urban Development, has signed a $326 million concession agreement with Barotse Highway Limited to upgrade the 317-kilometer Mutanda-Kasempa-Kaoma road to an international bituminous standard. This major investment aims to enhance Zambia’s road infrastructure, promote economic growth, and improve the quality of life for communities along the corridor.

Public-Private Partnership for Sustainable Development

The road upgrade will be implemented under a Public-Private Partnership (PPP) financing model, with a 25-year concession period. The construction phase is expected to take two years, while the remaining 23 years will be dedicated to operation and maintenance, ensuring the longevity and sustainability of the project.

Key Features of the Upgrade

The Mutanda-Kasempa-Kaoma road project includes several essential components that will enhance regional connectivity:

  • Urban Roads: Upgrading 10 kilometers of roads in Kasempa and Kaoma towns to bituminous standard, improving access to local markets and services.
  • Bridge Construction: The addition of two new bridges over the Lalafuta and Luena rivers to facilitate smoother and safer travel.

In his address, Hon. Charles Milupi emphasized the significance of the project, stating, “This road is a critical artery for commerce and transport in Zambia. Upgrading it to international standards will boost trade, improve safety, and enhance the quality of life for communities along the corridor.”
