In a significant move aimed at bolstering the Seychelles judiciary, President Wavel Ramkalawan officiated the swearing-in ceremony of Justice Dominic Sichinga and Justice Nicola Sharpe-Phiri as Non-Residential Justices of Appeal yesterday at State House. This appointment, following recommendations from the Constitutional Appointments Authority, enhances the capacity of the Seychelles Court of Appeal and reflects the country’s commitment to judicial excellence.
The event was attended by several high-ranking officials, including Vice President Ahmed Afif, Deputy Speaker of the National Assembly Hon. Gervais Henri, President of the Court of Appeal Justice Anthony Fernando, and Chief Justice Ronny Govinden, among others. The newly appointed Justices took the Oath of Allegiance to the Constitution and the Judicial Oath, marking the official start of their duties.
In his address, President Ramkalawan commended the new Justices, highlighting their extensive legal experience. He expressed confidence that their appointment would significantly contribute to the judiciary’s mission to ensure fair and effective justice. “Your wealth of experience will undoubtedly contribute to the strength and integrity of our judicial system,” said President Ramkalawan.

Justice Dominic Sichinga brings over two decades of distinguished legal experience to the Seychelles Court of Appeal. His career has included roles such as Solicitor General of Zambia, Legal Consultant at COMESA, and presiding Judge at the Kabwe High Court. Justice Sichinga’s expertise spans human rights law, constitutional law, and civil law, and he has garnered international experience working in the UK, the US, and Kosovo.
Justice Nicola Sharpe-Phiri, with an impressive 30-year legal career, has a strong background in family law, constitutional law, corporate law, and arbitration. She previously served as head of the Family and Children’s Court in Lusaka and later as a Judge at Zambia’s Court of Appeal. Currently, she is the Chairperson of the Small Claims Court of Zambia, further solidifying her reputation as a leading expert in legal matters.
