Chishala Kateka, the newly appointed president of the Heritage Party, has emphasized the importance of government creating an enabling environment for its citizens to thrive. Speaking in an interview on Wednesday, Kateka responded to economist Noel Nkhoma’s statement that no government provides everything for its citizens, advocating for the importance of self-reliance. Kateka acknowledged Nkhoma’s point but argued that the role of government extends beyond direct provision of resources—it must foster an environment conducive to personal and communal growth.

Kateka critiqued the current UPND government, claiming that it is falling short of its responsibility to provide such an environment. “Much as Nkhoma has a point about self-reliance, government should ensure it creates an environment where citizens can prosper. It’s not about giving people everything, but about offering the tools and opportunities they need to live a good, quality life,” she said.

Highlighting the importance of policies that promote entrepreneurship, education, and infrastructure development, Kateka stressed that only through such measures can citizens move up the social ladder and achieve lasting economic progress. “For people to improve their lives, they need access to quality education, healthcare, job opportunities, and supportive policies. These are the foundations that allow individuals to break free from the cycle of poverty,” she added.

Kateka’s remarks come at a time when the government is facing mounting criticism over its handling of economic challenges, particularly related to energy shortages and the rising cost of living. Despite these challenges, Kateka’s vision for the Heritage Party seeks to ensure that citizens are empowered to reach their full potential, rather than relying on government handouts.
